Forest Practices Audits

In summer 2020, DEQ, with assistance from the Idaho Department of Lands (IDL), will conduct 67 audits of timber sales throughout Idaho. The audits will evaluate compliance with the Idaho Forest Practices Act (IDAPA 20.02.01) and are a required part of the Idaho Nonpoint Source Management Plan. The final report will be completed by December 2020. 

Silvicultural activities in Idaho are regulated by the Forest Practices Act. The Act applies to private, state, and federal timberlands, and implements the goals and objectives of the Idaho Nonpoint Source Management Plan. IDL is responsible for implementing the Forest Practices Act and ensuring compliance with its management prescriptions. DEQ is responsible for ensuring that the Act provides adequate protection to surface water. DEQ audits a randomly chosen panel of timber harvests every four years. 

The audit team examines active and recently-completed harvesting operations on federal, state, and private ownerships. The audit team also suggests modifications to any rules that do not appear to be providing adequate protection of water quality. These recommendations, which may include administrative rule changes, are then moved towards corresponding rule promulgation following extensive reviews and analyses. These ensure that Idaho’s best management practices and rules are based on the best available information. 

Landowners, forestry operators, the public, and other interested parties are invited to observe these audits. Participation is at the discretion of the land owner and must be arranged in advance. Please contact Hawk Stone or Gary Hess for more details.
