Pre Funk Beer Bar - Boise

Site Background

The property at 1100 West Front Street in Boise has been a developed location since 1903. In 1940, the property was listed as City Gas Station and was a service station until 1970 when it became Idaho Ambulance Service Inc. Other uses for the building have included Orig-Equip, Larry’s Driveline Sales & Service, Rocky Mountain Festivals & Events Associates, Shows Etc., and La Cantina Sociale most recently.

Capital City Development Corporation (CCDC) requested a brownfield assessment for the property, which is a valuable downtown gateway location on the northwest corner of 11th and Front Streets in downtown Boise. The CCDC and City of Boise urban renewal district master plan included the property, and CCDC had already committed grant funding and personnel resources for environmental site assessments (ESAs). Phase I and II ESAs were completed in 2010, followed by a risk evaluation.

Site Investigation Process

The Phase I ESA was conducted by Tetra Tech in June 2010. It revealed evidence of potential recognized environmental conditions (RECs) associated with the site, specifically, with regard to the former gasoline station services, underground storage tanks (USTs), and oil catch basin in the east service bay of the main building. Based on the results of the Phase I ESA, a Phase II investigation was conducted in September 2010.

The field activities conducted for the Phase II investigation included drilling soil borings, installing ground water monitoring wells in three of the borings, and collecting soil and ground water samples for laboratory analysis.

Seven volatile organic compounds (VOCs) and six metals were detected in soil samples. However, four of the VOCs (naphthalene, toluene, 124-trimethylbenzene, and total xylenes), and mercury were detected at concentrations below the reportable detection limits (RDLs). The metals were generally widespread across the site, which was expected because they occur naturally in the environment. No semi volatile organic compounds (SVOCs) were detected in the soil samples.

No VOCs or SVOCs were found in ground water at the site at concentrations above the Reportable Detection Limits (RDLs). In some cases the actual concentrations exceeded the Initial Default Target Levels (IDTLs). For instance, the concentration of arsenic and lead in ground water exceeded the IDTLs for at least one location. This combined with other concentration exceedances led to a recommendation for a risk evaluation.

The risk evaluation found a risk to human health for certain site conditions and property uses. Residential use could cause exposure to shallow soils or VOC vapors. Another potential risk was if a shallow domestic well was installed at or near the site and used for consumptive purposes. The evaluation determined that additional sampling and analysis could help better evaluate or possibly eliminate the risk. Tetra Tech conducted the supplementary environmental investigation in May 2011.

Samples were collected for laboratory analysis of contaminants of concern that were identified by previous investigations. This effort included resampling ground water wells and collecting near-surface soil samples and shallow soil and atmospheric vapor samples. The following conclusions were made from the additional sampling and assessment:

  • Metals were present across the site in soil and ground water, possibly as part of the natural site conditions.
  • The concentration of arsenic in surface soil could present an unacceptable risk/hazard if it is accessible in a residential situation.
  • The concentrations of arsenic and lead in ground water beneath the site exceed the allowable levels for ground water consumption.
  • Shallow ground water is not being used for domestic purposes, but it has been evaluated as a potential future exposure pathway.

Several VOCs were found in indoor air samples at concentrations that exceed the allowable level based on residential exposure. These include 1,2,4-trimethylbenzene, 1,3,5- trimethylbenzene, benzene, carbon tetrachloride, chloroform, naphthalene, and xylenes. Additonal sampling would be needed if the location were to be developed for residential use.

The Pre Funk Beer Bar and growler fill station offers several options for the beer connoisseur, from online beer purchase and pick-up to enjoying a beer at the bar or on the patio. Pre Funk, run by partners Mike Thomas, Doug Winter, and Justin and Jordan Flynn, features an assortment of local and regional taps. "Every brewery in the Valley will have a tap with us all the time," Thomas said in a July 17, 2013, Boise Weekly article. "So we'll have 20 taps, 10 will be the local breweries and 10 will be regional or specialty of some sort."

Another Pre Funk opened in Nampa in September 2014, with future plans for a Meridian location as well.
