Site Background

Albion State Normal School was created by an act of the 1893 Idaho Legislature. The first class began on September 11, 1894. Over the years, enrollment grew and additional buildings were added. They included Sanger Hall (1897), Miller Hall (1901), Hannah Cornish Hall (1918), Bocock hall (1927), and McMurray Hall (1929). The school was closed in 1951 due to failure of the legislature to provide funds for its operation.

For the next seven years, the campus was vacant or inactive. Title was vested to the State Board of Land Commissioners in 1957. In 1957, a lease was provided to Magic Valley Christian College, Inc. In 1968, the site was vacant once again. A caretaker was employed by the Department of Lands to maintain the building. The property had been vacant since 1971 until the City of Albion auctioned the property in June 2007.

Through the Brownfields program, DEQ contracted with Terragraphics to perform a Phase I Assessment on the property. The Phase I Assessment revealed recognized environmental concerns on the property, so DEQ again contracted with Terragraphics to perform a Phase II Assessment. The Phase II Assessment consisted of collecting 70 soil samples, installing 2 monitoring wells, collecting downgradient and upgradient ground water and soil samples, sampling for asbestos, lead and mercury, and issuing a report that summarized activities and also compared cleanup methodologies and costs. The report was finalized January 4, 2008, and indicated minimal asbestos and lead in the soil surrounding some buildings.

Site Cleanup

The owners entered DEQ’s Voluntary Cleanup Program (VCP) and contracted with Terragraphics to create a remediation work plan and implement cleanup. The work plan was approved and finalized May 1, 2008, and cleanup began the same month. Cleanup consisted of interior and exterior asbestos abatement and soil removal. The owners have also been accepted into Idaho’s Community Reinvestment Pilot Initiative and are eligible to be reimbursed up to 70% of their cleanup costs, up to $150,000.

Redevelopment Plans

The site is open for business and currently hosts family reunions.
